I guess 8x Chant is going to be very necessary in Storm now...

Why 8 Chant?
Most storm decks have Duress in addition to Chant, or Burning Wish. If anything, this would push ANT closer to TES lists.
Counterbalance does more to hurt storm than this.
Think of it as Stifle, but instead of being versatile and awesome, it's only good in one specific instance.
The only redeeming feature about it is that you can just dump it in random green decks that lack answers to storm combo. Of course then they still just find a Chant, Pact or Negation, or whatever and fish you anyways because your disruption density isn't high enough to make them care.
I must be dense, because I don't understand what this card does. How does one exile a spell? Does exiling a spell counter it? Does it merely move it to the exile zone? I'm confuzzled.
Exiling a spell does just what you think - removes the card off the stack.
Spells that are no longer on the stack don't resolve.

This would be neither Stifle nor Chant. As a sideboard hate card for storm combo, it's much better than either, being colorless, free, and completely shutting down anything currently going onto the stack, either Ad Nauseum or Tendrils.
As a maindeck card of course it's much worse.

Ethersworn Canonist and Rule of Law punish playing multiple spells per turn
Mana Tithe, Lapse of Certanity and Rebuff the Wicked are white conditional or bad counterspells.
The new trap punishs playing multiple spells and is bad due to high converted mana cost (realy, who plays a counterspell formana).
Why the fucking hell it is not white??

There are many cards that a base-blue deck would side against combo before packing this guy, but what makes it interesting is that it's effectively colourless.
A turn 0 Counterspell for nonblue decks is a very nice addition to the format. Now, the majority of Storm decks currently being played thankfully aren't built around goldfishing on turn 1, so I'm thinking Canonist/Teeg/Chant/discard are still better. For purely R/G decks, though, Mindbreak Trap is much better than Pillar and possibly better than Chalice (particularly for decks that are quite hurt themselves by Chalice).
By the way, one reason it says "exile" rather than "counter" is that this way it gives the finger to Vexing Shusher.

What would those cards be? This is effectively free counter #9-12 (if one desires, although space considerations are likely to cut down on that number), Stifle is not what it used to be versus Tendrils due to Ad-Nauseum, and whilst being unable to counter Chant this will never matter unless you're somehow stuck with two of these and no other relevant counter.
The point is that blue decks can sideboard stuff that both helps against combo and other matchups. Which makes sense since combo is generally not a bad matchup for them. Trap may help a bit more against combo but you get more value out of sideboard slots spent on Counterbalance, Stifle, Trickbind, Misdirection, BEB, Meddling Mage, Divert, Counterspell, Cursecatcher, and so on.

One thing i can't get is how this can exile 3 spells. Let's assume i'm playing TES and i go rit--> rit--> ponder (yes, just an example). Since Ponder "breaks" the stack, rituals should already resolve, netting me BBBBB. If in response to Ponder the opponent casts that shit, what does happen? I mean, rituals have already resolved!
Maybe I'm missing something, but isn't that card built as a "win counterwar" cards only?

This go 4x in Zoo Sideboard against storm.
Look like a very very bad design to me. No blue requirement whatsoever.
