Can I sac a Vampire Hexmage to trigger Highborn's ability if there are no permanents in play which have counters on them?

Yes.
The requirements for Vampire Hexmage are that you have a target permanent. Any permanent would do, even the Vampire Hexmage. On resolution, it will remove all the counters from that target permanent, whether there's 0 counters or 100 counters.
This is different than if it said, "Remove all counters from target permanent with counters on it." Then you would need to target a permanent with counters on it.
The hexmage can't target itself because it is sacrificed first.
