I found this while looking for some more cool EDH cards. A multipart question:

Can I cast this during my opponent's combat step? (I believe the answer to this part is yes.)
If yes,
Can I cast this after he has declared attackers and before I have declared blockers?
If yes,
Can I take a creature that he has declared as an attacker and use it as a blocker?

I would assume the last one depends on wheteher or not the creature has Vigilance.

Well you can cast it any time during the combat phase, but it would usually be most useful before you declare blockers.

You can untap an already untapped creature.

It just says, "Untap... TARGET CREATURE." Not "untap... target TAPPED creature."
