I fear this one isn't worth the mana because it does nothing on it's own. I feel this is a worse card than Mystic Remora fighting in matchups which burn a lot of Sorceries and instants. Even questionable vs. Dredge and reanimator due to the cost.
Thinking of that idea of "Profit from dumping cards" i would be interested in a Black Version of Greater Goods (without the sac obviously):
"Whenever a creature you Control is put into a graveyard, draw cards equal to it's power."

I'm guessing that like 40% of the submissions will be Necro variants so I'd steer clear unless you have an absolutely amazing idea for it.
YOU'RE GIVING ME A TIME MACHINE IN ORDER TO TREAT MY SLEEP DISORDER.
Personally I want to see a Necro+Form of the Dragon hybrid.
Demonform anyone?
Underworld Scroll
BBB
Enchantment
Pay X life, sacrifice ~this~: Draw X cards. Play this ability only during your end step.
A variation on Necrologia. This might be far too powerful, I'm not entirely sure. Maybe put a cap on X, e.g. 'X can be no larger than 4'.
Form of the Demon
Enchantment
When Form of the Demon enters the battlefield, put an enchantment token named Circle onto the battlefield.
As long as you control a Circle, you don't lose the game for having zero or less life due to an ability.
At the beginning of your draw step. draw five cards and lose five life.
Creatures without flying can't attack you.
I made one I thought was cool

Reverse-Necro
When Reverse -Necro Comes into play choose target player.
Target player discards his or her hand at end of turn.
You lose 1 life for every card discarded this way.
I can actually see a few very good uses for it.

Guess that means I'm in good company. Just because it's going to be popular doesn't mean it's not worth thinking about.
Big precedents for black global enchantments:
- Necro variants
- Phyrexian Arena variants
- Underworld Dreams variants
Less common:
- token produces (e.g. Bitterblossom, Sarcomancy, Breeding Pit)
- Reanimation (Diabolic Servitude)
- discarding (Bottomless Pit, Cabal Shrine)
- killing stuff (Grave Pact, Pestilence, Fevered Convulsions)

My first take on the Demon Form enchantment:
Demonic Ascension
Enchantment
You may pay 8 life and sacrifice three black creatures rather than pay Demonic Ascension’s mana cost.
At the beginning of your upkeep, your life becomes 5, each opponent loses 5 life and each player sacrifices a creature.
Creatures without flying can’t attack you.
Okay so it's global. ...lame, fun, broken? Not tournament friendly?
Deviant Oppression
Enchantment
Players can not win the game.
Pay 13 life: Sacrifice Deviant Oppression (any player may use this ability)
If players can not win the game, players can still lose the game, I believe. This card would he horrible for what it would do to tournaments. Imagine casting it when bother players are below 14 life and have no way to gain life or remove enchantments. Count cards in libraries, see who would deck out first o_0
The seven cardinal sins of Legacy:
1. Discuss the unbanning ofLand TaxEarthcraft.
2. Argue that banning Force of Will would make the format healthier.
3. Play Brainstorm without Fetchlands.
4. Stifle Standstill.
5. Think that Gaea's Blessing will make you Solidarity-proof.
6. Pass priority after playing Infernal Tutor.
7. Fail to playtest against Nourishing Lich (coZ iT wIlL gEt U!).
It's worse than that. In a tournament, if an opponent loses the game, you would win the game; however, as this card prevents you from winning, the game ends in a tie. If you lose the game, the enchantment disappears, so your opponent wins the game as usual. In sum, a terrible card that only serves to shoot yourself on the foot.

Please stop talking about whether Force of Will is broken or not. It obviously is, and rather than "the glue that holds vintage together" it would be better to call it "the rug under which you hide the filth until there's so much that you can no longer conceal it".
What about something original for a change

You can t play lands
You choose the order in which spells and abilities resolve on the stack
"Growth or raw power, you can t have it all"
