Another fundamentally solid full hand discard is available in Ill-Gotten Gains.
This makes for a relatively straightforward concept: Bulk discard for value.

I've been playing around with a renovated Iggy Pop since Treasure Cruise got popular; this new card doesn't SkullFuck with Leyline of the Void like Ill-Gotten Gains does, but still... I think it definitely has a slot, and I think Iggy is coming back.
We are completely relying on waste not. We need a good way of finding it for this to stand a chance. The best black versions are banned. That leaves us with Enlightened tutor.
Hitting Dream Salvage afterward is also monstrous.
8 Lotus Petal seems a bit much
I like the concept, not sure if it will work in this form.
Dark Deal looks more like a combo-enabler, I'm just not sure what kind. (Like with cards like Past in Flames, Seething Song, Pyretic Ritual,
Desperate Ritual, Rite of Flame... But now it becomes a different deck... I will stop now)
Yeah, I was thinking LED, but realized it wouldn't work the way I wanted. Red also opens up Burning Inquiry which is another bulk discard effect.
you would really have to build your deck around this card or just play reanimator because of the card disadvantage. 7 cards turns into 5 if dark deal is one of them. Im sure there is a way to abuse it but be careful because this card is trash with anything less than 5 cards in hand... 5 cards nets you 3. Ambitions cost is 4 mana draw 3 spell thats 1 sided...
as i'm typing land tax is running through my head at full speed generating lots of ideas. Then cards like notion thief clog the flow of ideas and makes me want to play time spiral
sidetone probably has been mentioned homeward path with humble defector (draw 2 cards give control to opponent)

With all the symmetrical discard, [[Bloodghast]] could put in work. Also, [[Deathrite Shaman]] is probably your best defense against random 6/7 Goyfs and stuff like [[Snapcaster Mage]] doing da doo doo with their graveyards.
Also, what are you going to do against Dredge?
...Isn't that what the board is for?
On a more serious note, I'd consider efficient graveyard removal, such as Relic of Progenitus main in a deck such as this, because the advantage is such that there's little opportunity cost for you playing cards like that main.

That leaves four flex slots remaining. With a white splash, you get access to Rest in Peace and Gerrerd's Verdict, as well as a backup wincon in the HelmLine combo and Etutor for Waste not being a play.
I think legacy prefers Life From the Loam over Land Tax
There are many cards that can be discarded for value in legacy. I tend to think that that approach is better suited to Zombie Infestation than Waste Not.
Especially without any of the usual topdeck manipulation.
One of the sillier thoughts I've had is to run Blood Scrivener with full hand recyclers like Winds of Change, Tolarian Winds or Dark Deal but I'm not sure that it's a particularly strong game plan.
well its super cute but how about a deck that abuses draw damage using that? Grixis could be a good colour set. We could abuse cards like Teferi's puzzle box or similar cards.

Those two cards have the perfect potential, because you need to fuel both your card draw, if you run them out of cards too fast you have nothing to fuel your enchantment engine. And Standstill is the perfect stalling card. Jace speeds up your draw and is a win-con all in one.
