    I don't think that's the case though. In 2015 Omnitell was the best deck going for a while, and in 2014 there was a spell when U/R and U/R/W Delver decks were both putting up better numbers than Miracles.

    I realise those were meta-states driven by broken cards. Nonetheless those printings and subsequent bans shook the format, as did the coming of Eldrazi Shops. I'd guess one of two reasons behind the lack of a ban:
    1. WotC wants to see a stable meta for more than six months before they condemn it.
    2. WotC does think Miracles is harming the format (enough to warrant a ban).

    Point two is very interesting to me, because if we look online and/or at the smaller event, Miracles looks arguably oppressive. But if we look only at the ~12 two day major events since the last shake-up, Miracles looks to be reasonably contained. I'd have thought if anything WotC would be more concerned with MTGO, as the sell more Legacy staples in that medium.

    It would be very interesting to know what WotC thinks of Miracles, how closely they are watching it, and to what extent they have considered a ban. Too bad they don't tell us much and what little they do tell us is not always honest or straight forward. :(

    A Twist unban might have given Elves more game against Miracles without an unban. Ironic if their prisoner exchange policy means Twist ends up getting unbanned at the same time as a Terminus ban (and if this turns out to be too big a swing).

    For everyone wanting a ban on Miracles, please no! I love to crush them with my pet decks (DnT, Aggro Loam and Goblins). Cataclysm, Thalia (new Thalia too), Revoker, Teeg, Chalice, Slaughtergames, Ringleader, Matron,... all these cards are awesome against them. I am always happy when my opponent opens on fetch basic, cast Top. I once heard that Thomas Enevoldson liked to draw early in a tournament because he would face more Miracle players that way. And OMG, the look on their faces when you cast something as Cataclysm, Slaughtgames naming entreat or matron for ringleader after a Terminus... priceless!

    And yet those decks are only barely ahead of Miracles, if at all.
    The seven cardinal sins of Legacy:
    1. Discuss the unbanning of Land Tax Earthcraft.
    2. Argue that banning Force of Will would make the format healthier.
    3. Play Brainstorm without Fetchlands.
    4. Stifle Standstill.
    5. Think that Gaea's Blessing will make you Solidarity-proof.
    6. Pass priority after playing Infernal Tutor.
    7. Fail to playtest against Nourishing Lich (coZ iT wIlL gEt U!).

    That's the issue, people brag about their supposedly "good" Miracles match ups and they're at about 50/50 at best. Even my heavily metagamed Waterfalls variant still needs significant hate cards in the SB for what should be a very positive match up. Miracles occupies a space where it can control the board, the stack, and kill with speed.

    It's true that Miracles is the best deck in the format because its bad matchups aren't unwinnable and its unwinnable matchups (12-Post, MUD) are super fringe. But people also overrate its %s vs its good/fair matchups.

    Not suprised, but disappointed. But then again, they took a whole fucking year to ban DTT for whatever unholy reason.

    Since it's impossible to truly hate out Miracles, I can see it's numbers only increasing over time to the point. Kinda diminishes my desire to play Legacy since playing Miracles 1 out of 5 matches is already way too many.

    I'm just sucking it up and making Miracles my primary deck now. I've dabbled with it since Dig was banned, and I've recently gotten sick of giving up the deck's ridiculously high number of free wins and obscene consistency. All that was stopping me from going all in was concern that something was going to get banned, and that's clearly not going to happen.

    No surprise-February 2014 was when GP Paris happened. Part of the reason Miracles has become so dominant is its popularity (a lot of people consider it the only "true control deck" available in Constructed Magic right now), and its popularity among skilled players in particular. When so many good players are on the deck, it follows that it rises to the top in a lot of events.

    I just can't accept that something needs to be banned from Miracles just because its the best deck right now. Overall, the local and regional metas I play in look relatively diverse and healthy. We're no where near Caw-Blade territory in terms of overall meta penetration. Many people continue to play whatever they want regardless of what the best deck is, because this is Legacy. A ban would set a very unhealthy precedent that could turn this format into a basket case like Modern.
