1. It depends on what deck you're playing. This card would probably be pretty fine in something like R/w Goblins, where they have Swords/Path to deal with cards that beat them, like Tarmogoyf and Dreadnaught. Now think about their mission: kill the other guy pretty quickly. In this case, giving them a land drop is almost always preferable to giving them 4 or 6 or 12 life. Think about it: would you rather they cast Rampant Growth for free, or Moment's Peace + flashback for free. In Goblins, the former, no question.
The problem with Path to Exile in this situation that it will speed the other deck up, so it can Deed a turn earlier, something that might cost you the game. On the other hand, with Goblins able to beat for 8 to 20 damage every turn, Swords to Plowshare on a Goyf isn't that terrible.
