Call me crazy but this seems pretty good in Pox. Surgical/Extirpate have both been in/out of maindeck in pox lists before and this has additional use. Not saying this is as good as extirpate/surgical, but discard is a foundational part of Pox's plan. Sometimes that plan backfires.

So, basically, WOTC wanted to give Bolas some Yawgmoth level cards? Bolas's Citadel is almost Yawgmoth's Bargain and Deliver Unto Evil is almost Yawgmoth's Will. And also, when did WOTC start filling up standard with combo cards? I hope this is a new direction they are going with their cards. As a long time MTG player, let me just say, I love this set. War of the Spark is the best set I've seen in years.
How many cards do you all think will see play in Legacy? Including both tier one and tier two fringe decks? I would say at least, Bolas's Citadel, Deliver Unto Evil, Karn the Great Creator, Angrath's Rampage, Jace Wielder of Mysteries, God Eternal Kefnet, Explosion Zone, Ilharg the Raze Boar, Teferi Time Raveler.
My Best Guesses:
- Karn, The Great Creator (probably the most clear card in the set)
- Ugin, the Ineffable (Seems like a good singleton in MUD type decks - it can't destroy lands or artifacts, but its pretty decent removal that acts like win more)
- Deliver Unto Evil (I don't think you can sneeze at a Gifts ungiven redux)
- Explosion Zone (EE but on a land is nuts)
- Gideon Blackblade (for my personal Oops Gideon Deck)
- Jace, Wielder of Mysteries (as a substitute for Lab Maniac - it's more expensive but if you're a combo deck you don't really care about the cost when you're already going off and this is just better on the board than the maniac)
- The Elderspell (SB material)
- Liliana's Triumph (Better Edict, as black decks will be playing Liliana. Or Edict 5-8)
- Finale of Promise (some storm might play it)
- Green Finale (GSZ 5-8 but can get any color and from the grave - some deck will find a use for it)
- Ilharg the Raze Boar (Sneak and Show?)
- Viven's Arkbow (seems like a card that legacy would love)
- Angrath's Rampage (sorcery - but really flexible so might see play)
- Domri, Anarch of Bolas (Does Zoo care?)
- Neoform (If the Neoform combo takes off)
- Tefri, Time Raveler (Shuts off instants and can act like draw)
- Ashiok, Dream Render (Shuts off fetches, gravehate and fuels your own graveyard)
- Dovin, Hand of Control (taxing effect plus a pillow fort)
- Saheeli, Sublime Artificer (if YP can make it, sort of feel this can, even if its 1 more mana)
- Karn's Bastion (too many interactions with Stax type decks for this to be ignored)
- Interplanar Beacon (if PW stax/stompy becomes a thing this is needed)
Now we can turn Dark Depths into a draw engine!Jokes aside, what are "bad" counters to feed this? Age counters?

"Anyone who is capable of getting themselves made President should on no account be allowed to do the job."
"Politicians are like diapers. They should be changed often and for the same reason."
"Governing is too important to be left to people as silly as politicians."
"Politicians were mostly people who'd had too little morals and ethics to stay lawyers."
Sinking Feeling was the closest I found to turning this into an engine. Unfortunately, it doesn't go infinite because it costs 1 to activate.

Good find.: Draw a card is pretty decent, but then you're running an aura.
As for combos, Glen Elendra Archmage might be interesting in that regard to set up a soft lock.
