I was thinking of something that would be able to get blue cantrips and especially miracles. Like the instant speed tap top to draw terminus gets blown up because not only do they not get to draw terminus it gets discarded. The "except during the first draw during the draw phase" clause was there just so people couldn't get yata locked out of games. Then it would just be added to blue decks to slow the pace of the game down so they can stay in control even more.

It's powerlevel is below wasteland, tabernacle, port, cavern.. if this card was costed any higher it would be unplayable. Urborg, Tomb of Yawgmoth does its thing for free. And moon effects ( Blood Moon, Magus of the Moon ) typically cost 3. This costs 2b and a tap.. or 4 life and a tap. And it has the additional drawback of being legendary. I think it is perfectly balanced.
For the heck of it though, Yawgmoth doesn't blank the land type of the card originally. It adds swamp to whatever was there. This effect is a moon effect until eot. Semantics. I do agree with you and think it is balanced. If a black mage really wants to mana screw his opponent, 4 life and a land; 2 life, a black mana, and a land a turn; or two black mana and a land a turn seem like a decent investment.
Really like those, but the paradox needs a nerve. It would have been an infinite combo with quicksmith rebel. It also combos with flame fusillade in modern
